training levy in the care of the history, pros & cons
I’ve written here in the Blog have often come about: The shortage of skilled workers in care already exists and will be even bigger. And in the last two articles in page came up in the comments and on my Facebook-really set the mood. I had the combined then Yes again.
The day before yesterday, I’m on the Forum from Werner Schell (also quite recommended) again on the training levy encountered. It is in many States that are longer in the back-and-forth and is intensively discussed. These days it is also in NRW the extent and for the companies in the health care industry to go to the corresponding Letter from the relevant regional associations. So that anyone can make a picture of it, I tried to find a timeline incl. explanatory information.
Chronicle of the training levy
2009:
In the Landtag NRW is the SPD parliamentary group calls for a non-bureaucratic allocation of funding. 2011:

Around 2.5 million are reserved also in the country’s 2012 budget to the school Finance fees-in-training for up to 1,500 new nursing students. These costs come on the 34.7 million Euro are to be spent in 2011 for the 11.800 nursing students.
2012:
I had written before that the mills grind slower? Well, since the beginning of 2012 the implementation of the training levy is prepared. The time plan looked so:
Up to the 31. March 2012 had to make all facilities and services with a contract for provision of services according to SGB XI, the initial registration over a particular weaving process and the financial data for the fixing of the compensatory amounts enter. The survey period for this year extends from July to December, so about a year and a half.
The 15. May received the care companies and care providers to the fixing of the compensation amount by a decision of the competent landscape Association.
Up to the 15. June could report to all Affected your training costs when landscape Association. These have then on the 31. July, by decision, the withdrawal amount for all the training facilities and services. Since the end of last month, the care facilities and care services so know what you get out of the training funds reimbursed.

Which means the training levy?
For nursing care facilities and service providers from the levy, of course, means more expense. And for the patient? The consumer believes that the majority of care service providers submit their costs on to their customers. Pro and Contra?
Finally, I would like to briefly discuss the Pro and Contra of the training levy in care. The positive is, of course, that by this law the companies are required to provide more training places. But the question is, however, also, if it’s just enough more to offer. Is there enough demand? You can me maybe in the comments to answer.
As a Contra it is often argued that the training levy, for example, on health insurance and care funds come from should. This should collect in Germany for all Insured persons to the appropriate posts so that the levy is on all shoulders. Because, after all, the company of better Care provision benefits in old age also.
Another Contra point is that The costs of non-Operated training, are usually so low that not enough pressure is applied, but to educate. And who levy the cost of the Training anyway to the care bedürfitgen, has no incentives to self-educate.
